New Orleans man arrested after scamming Jefferson Parish Juvenile Court Candidate

 Kenner - A New Orleans man had been arrested and charged with theft valued at $5,653.00 after he scammed Connie Montgomery, a Jefferson Parish Juvenile Court candidate.  Joseph West, aka Joseph Berry, 53, of 2905 Coliseum Street, New Orleans, was arrested by members of the U.S. Marshal’s Gulf Coast Regional Task Force at the New Orleans address on Friday, December 6, 2013, after his attorney failed to surrender him in reference to the outstanding arrest warrant which had been obtained for his arrest on October 17th. 

 West contacted Montgomery soon after she announced she was running for the Juvenile Court seat vacated by Judge Nancy Amato Konrad, who had announced she was retiring.  West told Montgomery that he was a political consultant and offered her his services.  West told Montgomery he would obtain the necessary signage, pamphlets, and cards to promote Montgomery’s campaign.  West later obtained $6000.00 from Montgomery to pay for the promised signage. 

 Montgomery became suspicious that she was being scammed after West failed to produce receipts for campaign expenditures and claimed to have spent $9,000.00 for promised signage she did not receive.  Once West did provide receipts it was learned that West had manipulated company names in an attempt to prevent Montgomery from contacting companies to inquire about alleged job orders. 

 Montgomery filed a police report with the Kenner Police Department on October 6th.  After an investigation, it was revealed that Montgomery had been scammed out of $5,653.00, resulting in an arrest warrant being issued for Joseph West / Joseph Berry’s arrest. 

 West was booked into Orleans Parish Prison on Friday as a fugitive.  He was later transferred to the Kenner Police Department where he was booked on the outstanding arrest warrant.  West was released from custody on Monday, December 9, 2013, from the Jefferson Parish Correctional Center, after posting a $7,500.00 commercial bond.
