Harahan man arrested for residential contractor fraud

 Kenner - On Tuesday, March 28, 2017, Willard Jude Lemoine, 71, of 2045 Generes Drive, in Harahan, surrendered to the Kenner Police Department in reference to an outstanding warrant for residential contractor fraud.   Lemoine is the owner of “Jude Lemoine’ s remodeling.” 

 In September 2016, the victim a Kenner resident reported that she signed a contract in July 2015 with Willard Jude Lemoine for renovations.  Lemoine was to provide all material and labor for the renovation job, which began but was later ceased by Lemoine.   The work performed consisted of mostly substandard work with large swaths of the work either being partially completed with inferior materials or just demolition being completed with no attempt to install or replace walls, electrical, plumbing, and/or fixtures.  The job has remained abandoned since November 2015, well beyond the forty -five days as prescribed by law. 

 In violation of the standards at the time of incident, Willard Jude Lemoine never possessed any license with regards to home improvements or residential contracting through either the
State of Louisiana, the Parish of Jefferson, or the City of Kenner prior to July 21, 2016.  A Home Improvement Registration is required to perform home improvements projects between $7,500 and $75,000 unless one possesses a Residential Contractor’s License with the state or a commercial Contractor’s license which Jude Lemoine never possessed.
